Take5 with John Quiggle

Lee County Commissioner Seeing both sides of process


This week we Take 5 with Lee County Commissioner John Quiggle, who recently joined the board of commis­sioners after more than three years serving on the county’s board of education, about his perspective of the two enti­ties. Quiggle, an investment advisor with Edward Jones In­vestments, was elected to the board of education in 2004.


He and his wife, Cindy, live in Deep River with their children, Jack (10) and Claire (7), and two dogs. A passionate sports fan, Quiggle enjoys encouraging his children in their various activities and officiating high school football in the fall. The family attends Flat Springs Baptist Church, where Quiggle serves as di­rector of the church’s Sunday School program.


Q:
You’re in the unique position of having served on the Lee County Board of Education for most of the last four years, then having left the BOE to accept an appointment to the county’s board of commissioners.The two boards have been at odds at times over funding for Lee County’s schools.
What was your view of the commissioners’ attitude about schools funding before you joined that board? Has it changed since?


A:
In my first year on the board of education, we had a joint meeting with the then-board of com­missioners to discuss budget. I overheard one commissioner say­ing to another, “The board of education will get what they were getting, and how they spend it is up to them.”
At first, the comment bothered me, but then I began to realize that’s how it should be as long as reasonable efforts are made by the commis­sioners to adequately fund the needs of the school system. The board of education is an elected body that will be held accountable by the voters if they are not good stewards of the taxpayer’s dollars.
It’s not the duty of the commissioners to tell each and every entity receiving county money how to spend it. Part of showing leadership in a position on the board of commissioners is allow­ing the groups we fund through county dollars to manage their areas of expertise and let them do their jobs.

Q:
Talk about your transi­tion to the board of com­missioners – has it been a positive experience for you?


A:

The transi­tion itself was not difficult. I had a gen­eral knowledge of board operating procedures, and I was familiar with a lot of the issues facing the county. Various depart­ments and staff have been more than willing to answer any questions I’ve had and bring me up to speed. In that sense it has been positive.
But my opinions about some of the issues and how they should be dealt with have differed from those opinions of my fellow board members.
This has been somewhat difficult. It has also been very difficult to simply get the board to talk issues through as a group, in a professional manner, instead of one commis­sioner speaking for the majority and then moving on to the next item on the agenda.


Q:

How important is communi­cation and board leadership to the respective boards, par­ticularly as they work to fund the schools?


A:

To quote the board of education Vice-Chair­man Frank Thompson: “If you ain’t got communica­tion, you ain’t got noth­ing!” Communication is the most important tool for the two boards to have. The board of commissioners must know all of the current and upcoming needs of the schools. The board of education should always support those needs with data. This type of com­munication will allow the BOC to help the BOE in an effective manner.
Leadership is another important trait that must guide the two boards.
Without leadership, one or both of the boards will flounder in mediocrity.
However, when appropri­ate leadership is shown, it will be obvious that we are all in this for the com­mon good of the county and not any self-serving reasons of an individual.
As these two boards work together in a cohesive manner with communication and leadership, great things will be accomplished for the county school system. Until that happens, it will be a struggle to get out of our own way.


Q:
Have you gained any new perspec­tives about the operation of the county since coming onto the board of com­missioners?


A:

There is a big difference in the role of the board of education and the board of commissioners. The board of education hires a superintendent to run the system. It is then the board’s job to develop the policies and programs and hold the superin­tendent accountable for carrying them out. The board of education uses various committees when working with the school administration and oth­ers in order to accomplish these goals. The board of com­missioners seems to be largely concerned with the financial state of the county and all other areas responsibilities seem to take a back seat.
I think that is why the commissioners’ finance committee plays such an important and powerful role in the current board. The board refers a lot of the important decisions and matters to that com­mittee.
Many of the depart­ments and agencies funded by the commis­sioners have their own boards and are really independent of the com­missioners. Many look to the state for leadership more than to the com­missioners. To lead, the commissioners need to be really concerned with the county’s vision and understand where the county is going and how it is going to get there.
That task seems to get lost in the details of rela­tively petty matters.

Q:
You’ve not filed for of­fice this year, meaning your term on the commis­sioners will end this year. What goals do you have before you go off the board?

A:
My number one goal is to finish out my time in a positive manner until someone is elected in November. Holding this position is a tremendous responsibility and one that requires a tremen­dous amount of time and I will fulfill my responsi­bilities to the office until that time.
Secondly, I would like to see the .25-cent sales tax passed on May 6. Even though I cannot control the outcome of the vote, I truly believe that, if passed, this source of rev­enue will fairly tax all of the people of Lee County, and not just the property owners. It also allows the county to take advantage of revenue from sources outside the county.
I believe that with the passage of the .25-cent sales tax, and changes in leadership, Lee County will be right back on track for a positive future.

15. Dispute Resolution

The arbitration shall be conducted before three neutral arbitrators in Sanford, N. C., in accordance with the rules of the American Arbitration Association (“AAA”), as then in effect. No claims of any other parties may be joined or otherwise combined in the arbitration proceeding. Unless otherwise expressly required by applicable law, each party shall bear its own attorneys' fees without regard to which party is deemed the prevailing party in the arbitration proceeding. Except for punitive and consequential damages (which may not be awarded), and subject to these Terms, the arbitrators shall be authorized to award either party any provisional or equitable remedy permitted by applicable law. The parties shall equally share all AAA charges and fees associated with the arbitration.

The award of the arbitrators may be enforced in any court having jurisdiction thereof. Each party hereby consents (a) to the non-exclusive jurisdiction of the courts of the State of Tennessee or to any Federal Court located within the State of Tennessee for any action (i) to compel arbitration, (ii) to enforce any award of the arbitrators, or (iii) at any time prior to the qualification and appointment of the arbitrators, for temporary, interim or provisional equitable remedies, and (b) to service of process in any such action by registered mail or any other means provided by law. Should this Section 15 be deemed invalid or otherwise unenforceable for any reason, it shall be severed and the parties agree that exclusive jurisdiction and venue for any claims will be in state or federal courts in North Carolina.


16. Acknowledgement

You acknowledge (a) that you have read and understood these Terms; and (b) that these Terms have the same force and effect as a signed agreement.

17. General

If any provision in these Terms is found by a court or arbitrator to be invalid, the parties agree that the court or arbitrator should give effect to the parties' intentions as reflected in the provision, and the other provisions of these Terms will remain in full force and effect. Paxton Media's failure to act with respect to a breach by any visitor using the Site does not constitute a waiver of its right to act with respect to subsequent or similar breaches. These Terms will be governed by and construed in accordance with the laws of the State of Tennessee without regard to its choice of law provisions. In the event of any conflict between foreign laws, rules and regulations and those of the United States, the laws, rules and regulations of the United States will govern.
